In cases of a first offender, in order for a suspended license to be reinstated, the driver must complete an assessment of the need for treatment by a State-designated counselor, at the person’s own expense, to determine whether reinstatement should be further conditioned on satisfactory completion of a therapy program. 23 V.S.A. § 1209a (1) (A).
